In many communities, there are limitations on the work an unlicensed person may do… even the owner of the house. There are also differences made between what an unlicensed homeowner can do and what an unlicensed tradesman can do.
There are also distinctions made within kinds of electrical work. Appliance installation, for example, is often not thought to be disallowed electrical work if the original wiring and connection was made by a authorised master.

That is why there is an electrical code, so everyone is clear on the right and wrong means to perform an electrical repair and tuning. If every home was wired according to a random standard, how could anyone without paranormal abilities clarify how to repair a circuit?
We are not going to prevent you from educating and enriching your abilities. We wouldn’t have little chance of doing it, anycase. But you should know by now that we are a strong advocate of independence and self-reliance. But if one person burnt his house down because he was thinking that he could do that electrical job, and was not sufficiently OK to do the job|task right… well, that is not what we had in mind when started this energoproject. We have seen some electrical wiring disasters throughout Russia, and major share|most were undertaken by homeowners who thought that performing electrical wiring|work was no more worthy of care than sweeping the backyard!
